Trump Voices Frustration at Zelensky Over Peace Proposal for Ukraine

Former U.S. President Donald Trump has expressed disappointment with Ukrainian President Volodymyr Zelensky regarding a peace plan aimed at ending the Russia-Ukraine conflict. 

The announcement comes after three days of talks in Florida, which ended without a clear resolution.

Speaking briefly before the Kennedy Center Honors on Sunday night, December 7, 2025, Trump suggested that Zelensky’s reluctance was slowing progress. 

He claimed that while Russian President Vladimir Putin appeared open to the proposal, Zelensky had not fully reviewed the plan.

“I’m not sure Zelensky is fine with this peace proposal,” Trump told reporters. 

He added that the Ukrainian leader seemed hesitant to accept certain terms, even as discussions between American and Ukrainian officials concluded over the weekend.

The Florida talks involved U.S. special envoy Steve Witkoff and Trump’s son-in-law Jared Kushner meeting Ukrainian officials Rustem Umerov and Andriy Hnatov. 

Zelensky, however, described the meetings as productive and emphasized Ukraine’s commitment to working with American negotiators to achieve a genuine peace.

Trump has had a tense relationship with Zelensky during his second term, often criticizing the handling of the conflict and framing it as costly for American taxpayers. 

The former president has repeatedly suggested that Ukraine should make territorial concessions to Russia to end the war, arguing that the ongoing conflict has caused unnecessary loss of life and resources.

Meanwhile, Russia welcomed the Trump administration’s new national security strategy, released on Friday, December 6. Kremlin spokesman Dmitry Peskov told state media that the strategy “aligns in many ways with our vision.” 

The plan identifies improving relations with Russia and ending the Ukraine war as core American interests necessary for restoring strategic stability.

The White House proposal has faced criticism in Europe, with many leaders saying it favors Russia. 

Reports indicate that the initial draft could allow Russia to maintain control over annexed regions, including Crimea, Donetsk, and Luhansk. 

The plan also reportedly limits Ukraine’s military to 600,000 troops and restricts its NATO membership.

Trump’s Ukraine envoy, Keith Kellogg, spoke at the Reagan National Defense Forum in California, noting that only two major issues remain unresolved: control of territory in the Donbas region and the status of the Zaporizhzhia Nuclear Power Plant. 

Russia currently occupies most of Donetsk and Luhansk oblasts, which it annexed illegally three years ago. The Zaporizhzhia facility remains a key point of negotiation.

European leaders are set to meet with Zelensky in London on Monday, December 8, 2025. French President Emmanuel Macron, British Prime Minister Keir Starmer, and German Chancellor Friedrich Merz will discuss the ongoing negotiations and Europe’s role in supporting Ukraine’s sovereignty.

While diplomatic efforts continue, Russian forces carried out attacks across Ukraine over the weekend. Reports from the Kyiv Independent indicate that missile and drone strikes killed at least two civilians in Donetsk and Chernihiv Oblasts. 

The strikes targeted critical infrastructure, causing power and water outages. Ukrainian officials and Western allies accuse Russia of deliberately using winter conditions as a weapon to destabilize the country.

Keith Kellogg, who was not present at the Florida talks, is expected to leave his position as the U.S. envoy to Ukraine in January. 

Despite the ongoing challenges, the Trump administration’s efforts underscore the urgency of finding a diplomatic solution to the nearly four-year-long conflict.
