Ghana's Government Communications Minister, Felix Kwakye Ofosu, has moved to clarify the scope and intent of the government's high-profile anti-corruption initiative, Operation Recover All Loot (ORAL), firmly stating that the program was never designed to operate outside the bounds of the law.

Speaking on TV3 Ghana's The Key Points on February 28, 2026, Ofosu was categorical in his remarks: "When we promised ORAL, we didn't talk about extrajudicial means." 

The statement comes amid growing public debate about how the initiative would be implemented and whether it would involve measures that bypass established legal frameworks.

His clarification carries significant weight. ORAL was one of the more attention-grabbing pledges made by the current administration, promising to pursue and recover public funds lost through corruption and misappropriation. 

The boldness of that promise naturally invited speculation — and in some quarters, concern — about the methods that might be employed to deliver on it.

By drawing a clear line between the initiative's goals and extrajudicial action, Ofosu is essentially signaling that ORAL will function strictly within Ghana's constitutional and legal architecture. 

Prosecutions, investigations, and asset recovery efforts will be pursued through the courts, regulatory bodies, and appropriate state institutions — not through shortcuts or executive overreach.
