Manasseh Azure Challenges OSP’s $2.7bn Claim As New Evidence Credits Former Pres. Akufo-Addo

Manasseh Azure Awuni has provided a final public explanation regarding the controversy surrounding the Office of the Special Prosecutor (OSP) and its claims about financial savings linked to the Strategic Mobilisation Ghana Limited (SML) contract. 

In a Facebook post shared on 25 November 2025, he addressed what he described as distortions and incorrect interpretations of the facts. 

He stated that he is withdrawing from further commentary on the issue for now, explaining that trusted voices had advised him to take a step back because of the sensitivity of the matter. 

Although he has had disagreements with officials at the OSP, he felt the need to correct what he sees as a major factual dispute—the assertion that the OSP prevented a $2.7 billion loss to the state.

Manasseh admitted that his earlier reference to a $100 million potential loss was incomplete because it did not specify that it was an annual figure, and he apologised for that omission. 

However, he strongly maintained that the $2.7 billion figure is inaccurate and unsupported.

He explained that the total value of contracts involving the Ghana Revenue Authority (GRA), the Ministry of Finance, and SML is slightly above $500 million over five years, which is significantly lower than the amount being claimed. 

He further noted that when he questioned Special Prosecutor Kissi Agyebeng, he was told the figure came from a Public Procurement Authority (PPA) document, which he says does not contain such information.

He also referenced findings from a KPMG review, which estimated potential government spending of over 5 billion cedis if the agreements had continued, aligning more closely with his investigative calculations. 

He added that even some officials within the OSP reportedly conceded that actual contract figures, rather than the disputed $2.7 billion estimate, are what should be used for assessment.

Additionally, he argued that the OSP should not be solely credited for any financial savings, pointing out that earlier actions by former President Nana Addo Dankwa Akufo-Addo initiated investigations that led to suspension of parts of the contract, and later decisions under John Dramani Mahama resulted in full termination. 

He noted that by the time the OSP finalized its report, government payments had already significantly reduced due to those earlier interventions.

He concluded that the $2.7 billion savings claim lacks documentary backing and misrepresents the situation, reiterating that he is stepping back from further public debate on the matter.
