The question of who earns the highest salary in Ghana has always been a matter of public curiosity, especially at a time when ordinary citizens are battling with inflation, high fuel prices, and rising cost of living. Officially, the President of Ghana is considered the highest-paid public officer. 

According to the Professor Yaa Ntiamoa-Baidu Committee Report 2020, which reviewed Article 71 office holders, the President receives a monthly salary of about GHS 29,000 to GHS 30,000 excluding allowances, accommodation, and security benefits.

Other Article 71 office holders such as the Vice President, the Speaker of Parliament, and the Chief Justice also receive salaries close to GHS 28,000 monthly.

Reports by JoyNews 2022 and Citi Business 2023 confirm that these top state officials remain some of the highest earners in the public service.

But beyond the political class, the story takes a surprising turn. Investigations by JoyNews and Citi Newsroom revealed that CEOs of state-owned enterprises like the Ghana National Petroleum Corporation GNPC, Cocobod, and the Bank of Ghana earn far more than some top government officials. 

Their monthly pay, combined with allowances and bonuses, can rise above GHS 40,000 to GHS 50,000.

The private sector goes even higher. Senior executives in banking, telecommunications, and oil and gas reportedly earn between GHS 60,000 and GHS 100,000 per month, with expatriates at the very top. 

This has led many to question whether politicians are really the highest paid in Ghana or whether corporate executives and CEOs take the crown.

The truth is clear. While citizens struggle daily with economic hardship, Ghana’s elite class of politicians and corporate leaders continue to enjoy salaries that appear far removed from the realities of the ordinary Ghanaian.
